MIDDLETON–The City of Middleton Plan Commission granted concept approval for a proposed mixed-use office and retail building on Airport Road west of the HWY 12. The plan commission also approved a few minor changes to building plans currently planned or under construction and reviewed the city’s involvement in the Capital Area Regional Plan Commission’s Development Framework for the Capital Region at its Sept. 8 meeting.
The Auto Vault project proposed by Jeff Parisi of Parisi Construction at 7913 Airport Rd. ties into the existing area intended for office, light retail and car storage. The developer indicated they are seeking a tenant for automotive use.
The proposal calls for an anchor building with 3,000 square feet on the first floor for retail use and 1,000 square foot on a mezzanine level above for office and meeting space. The south side of the project site contains two 5,600 square foot storage garages that could be divided into 16 total units, each unit an optional car lift and mezzanine structure.
The garages would be 14 feet wide and 50 feet deep. Access for the buildings would be from Forsythia Court. The developer hopes to break ground in December and complete the project in the second quarter of 2021.
Plan Commission member Kurt Paulsen asked which category the vault falls under in the city’s zoning ordinance. Planning and Zoning Administrator Mark Opitz determined the use is permitted in B-3.
The plan commission approved a revised site plan from i3 Product Development Lab. The design, engineering and software company plans to expand its lab space in Middleton with a 27,000 square foot facility at 2700 Pleasant View Dr. The plan includes 47 parking stalls and stormwater retention pond on the site.
The plan commission unanimously approved the revised site plan contingent on resolution of engineering staff comments, the addition of bike parking near the main building entrance and staff approval of an updated lighting plan.
A minor change to a site plan was also approved for Graber View Senior Living at 3820 Tribeca Dr. The Plan Commission previously deferred approval of the request by Tukka Properties to add low-lumen uplighting landscaping features in their planned Memory Garden. Planning staff shared additional research about the request, including an update that the city’s Airport Manager does not anticipate the landscaping lights to be a problem for pilots landing at the airport.
The plan commission approved the request contingent on the developer agreeing to remove or turn off the lighting in the event the city, at its sole discretion, determines that the lighting presents a distraction to pilots or roadway users. The motion passed six to one with plan commission member Kitty Tyson opposed.
The plan commission also approved a minor change to the site plan for Conservancy Bend Townhomes being built at 2440 Clark St. The developer for the project, T. Wall Enterprises made a request to add five second story balconies and modify the windows and doors on the northern building at Conservancy Bend Townhomes.
Director of Planning and Community Development Abby Attoun shared an update on the city’s role in the Capital Area Regional Planning Commission’s (CARPC) Development Framework for the Capital Region.
The City of Middleton recently partnered with CARPC and numerous other non-profits, government entities and stakeholders in the A Greater Madison Vision initiative. The initiative focuses on climate change and the increased risk of flooding, increasing access to opportunity, expanding transit and housing options and preservation of farming areas, Attoun said.
CARPC is responsible under state statute for adopting a master plan for the physical development of the region. Dane County’s population is projected to grow by nearly 200,000 residents over the next 30 years.
CARPC has completed a review of regional development trends and established projections for population, households, and employment. As the process continues, staff will provide updates to the plan commission, Attoun said.
