MULTNOMAH COUNTY Ore. (KPTV) - A 52-year-old man has been convicted on multiple charges related to the operation of an illegal towing ring, according to the Multnomah County District Attorney’s Office.
Joseph Beard was on convicted April 11 after being arrested on Jan. 5, as part of ‘Operation MistleTow’, an ongoing investigation by the Auto Theft Task Force and Portland Police Bureau.

Beard was affiliated with Maters Auto Recycling, which law enforcement found had a history of selling stolen vehicles to Rivergate Scrap Metal, which were subsequently crushed shortly after purchase.
According to the investigation, Beard was confronted by a woman in December 2023 who saw him tow her legally parked car. She followed his truck and boxed him in, while others became involved. He returned the car, but left before a report could be created.
Beard was charged with 22 felonies, and convicted for unauthorized use of a vehicle, possession of a stolen vehicle, and first-degree theft. He is set to be sentenced on April 19. There are currently five open auto theft cases against him that are being investigated by the District Attorney’s Office.
